    The Anatomy of a Takedown: The Strategy behind the Withdrawal of Phillip Washington, the Biden Nominee to Head the FAA

    Shockwaves reverberated throughout Washington DC and across the nation, when it was leaked by a source within the White House that Phillip Washington was withdrawing his nomination to become head of the FAA.

    Last July, President Biden chose Washington to head the Federal Aviation Administration, all the while knowing he did not possess the knowledge or experience in aviation, had been involved in and/or the subject of  multiple federal investigations and was currently under criminal investigation by the Los Angeles County Sheriff’s Department.

    The story begins in 2017, sexual harassment allegations against Alex Wiggans, Chief of Systems Security and Law Enforcement were brought by LA Metro employee Sandra Solis, a nepotism hire by Washington. During the investigation into the sexual harassment by Wiggans, investigators asked Jennifer Loew, then Special Projects Manager, about Solis and nepotism at LA Metro.

    Loew provided investigators with the names of Jon Gordon, Harold Martin, Patricia Martin and Ashely Martin, all nepotism hires who received direct appointments by Washington, along with special compensation (at the objection of LA Metro’s HR) in amounts that could lead to indictments of Washington for Grand Theft.

    Unbeknownst to Loew, her testimony related to Washington’s nepotism hiring were not kept confidential and OIG Karen Gorman provided Washington with the details of Loew’s testimony.

    Subsequent to receiving Loew’s testimony, Washington met with nepotism-hire Gordon and manufactured allegations of misconduct against Loew. Following that meeting, Washington took decisive action to protect his acts of nepotism and launched an HR investigation of Loew. Additionally, Washington took further adverse actions removing Loew’s staff without any evidence of misconduct and placing her office on the first floor parking garage.

    In retrospect, the meeting Washington took with Gordon led to a four years of on-going retaliation against Loew. The irony is that Washington chose the one employee at LA Metro whose husband ran a public corruption firm and had the resources and contacts to expose Washington’s misconduct. One of the most interesting aspects of this case is that Jennifer Loew represented herself for most of it with the help of her husband.  

    As a result of the well-documented harassment, Loew sued L.A. Metro and was awarded $620,000 in restitution, after facing off against Sheppard Mullin, an International Law Firm at which former DA Robert Philibosian is a partner.  “It was a losing battle from the start for the Phil Washington, LA Metro, and the LA Metro Board in the courtroom. The court ruled 100% of the time in Jennifer’s favor after Sheppard Mullin unleashed a barrage of Law And Motion filings” said Adam Loew. “I believe the problem was that the mainstream media are so intrenched and dependent on the access to the Sheila Kuehl and the rest of the Metro Board, that they were unwilling to jeopardize those relationships to report the truth about corruption in Los Angeles” he continued.

    As a result of the well-documented harassment, Loew sued L.A. Metro and was awarded $620,000 in restitution.

    The Power of the Pursuit

    I was contacted by Jennifer Loew’s husband Adam, the CEO of the highly reputable A-Team Advocacy Group, a Political Strategy, Advocacy and Political Corruption firm, in September of 2020, after he was sent a link to a story I wrote about corruption between the District Attorney’s office and Malibu City Council.

    Loew presented me with multiple stories of fraud, waste and abuse, discrimination, sexual misconduct, public corruption, negligence and more.

    Loew explained to me that he relentlessly pursued press and other than the Pay-to-Play contract with Peace Over Violence story released by Bill Melugin (when we was still at FOX LA), none of the mainstream media he approached was willing to take on the important stories detailing the public corruption and other alleged criminal activity at L.A.Metro. In fact, one journalist was threatened by Kuehl if he continued to pursue the alleged illegal conduct at L.A. Metro – especially involving Kuehl or her close friends and colleagues.

    One story regarding Jennifer Lowe’s harassment by Washington made Spectrum News, but the more important stories involving nepotism, fraud, waste and abuse, discrimination, neglect etc… was turned down, disregarded or blatantly misreported by local news outlets. Mainstream national media couldn’t be bothered on any level, at any time, over the three years of covering this story until *after* the warrants were served on September 14th, 2022 (more on that later).

    At that time Loew first approached me, the most urgent story that needed to be published was exposing the counterfeit masks at LA Metro as we were only a few months into the COVID lockdown. Washington made a conscious decision to distribute the counterfeit masks completely disregarding personnel and public safety.  And not one mainstream media outlet wanted to pick up the story.

    Within 48 hours of publishing, not one, but two, federal investigations were opened with the help of a local journalist (who I prefer not name for obvious reasons as they are employed by a major news organization), who forwarded my article to one of his contacts at the FDA. The agent contacted me and introduced me to his colleague at Homeland Security.

    Shortly after, I was contacted by Jen Van Laar at Red State to talk about the counterfeit mask cover-up.

    Just 6 weeks later, after the 2020 Presidential election, we learned that, knowingly or unknowingly, then President-Elect Biden and Vice President-Elect Harris chosen embattled LA Metro CEO Phillip Washington to lead the new administration’s transition team for Transportation. A rather controversial choice as Washington was involved in multiple federal, state, local and internal L.A. Metro investigations involving allegations of criminal conduct at the time pursued diligently by Adam Loew, who was bounced back and forth multiple times between the Los Angeles Police Department and the Los Angeles Sheriff’s Department, until he finally got through to an investigator at the LASD that was willing to take a serious look at the case(s) in 2019.

    At the time of Washington’s appointment as the head of the Biden-Harris Transportation Transition Team and concerned Washington would be appointed Transportation Secretary under the new administration, Adam Loew spoke with the lead investigator at the LASD Public Corruption Unit working on the case, who in turn who spoke with the FBI.

    Thankfully, given Washington’s legal entanglements, pursued by Loew, he was unable to pass the vetting process to become transportation secretary which has a more thorough vetting process given the close proximity the position has to the President.

    That was the first win.

    On February 19, 2021, after a two-year investigation, the Los County Sheriff’s Department, served criminal warrants to LA Metro, the LA Metro Office of Inspector General and Peace Over Violence over allegations of Fraud, Waste and Abuse, Public Corruption and Pay to Play between Peace Over Violence CEO Patti Giggans, LA Metro CEO Phillip Washington, Washington’s Chief of Staff Nadine Lee, former New Orleans RTA CEO Alex Wiggins and LA Metro Executive Officer Aston Greene III.

    That was the second, hard-fought, win. However, given the craftiness of L.A. Metro, Kuehl and Giggans, the warrants stayed in court for close to a year.

    The Pen is Mightier Than the Sword

    I continued to work with exclusively with Loew on multiple stories , indexing more content on the internet showcasing Washington’s alleged criminal conduct while we were waiting for the warrants to finally be free of the court process and executed.

    On July 18th, I received an email from an investigator at the American Accountability Foundation, a watchdog organization who works closely with officials on Capitol Hill requesting my help providing additional documents related to my articles.

    The investigator told me in a follow-up phone conversation that as soon as Washington’s nomination was announced, he started his research on him and told me that I was the only reporter documenting Washington’s on-going criminal conduct and asked me for my help.

    From there, I provided him with all the documents and evidence I had accumulated and connected him with Adam Loew to provide any additional information he needed. Simultaneously, Loew was contacting members of Congress and the Senate to make them aware of Washington’s criminal investigations and forwarded them links to my articles.

    During this time, Adam Loew also forwarded me a glowing article about Washington’s nomination published by the Washington Post. I was floored given the conversation I had recently had with the investigator at the American Accountability Foundation, who found all of my articles exposing Washington’s alleged illegal activities with ease, as there wasn’t much being published about Washington at the time (pre-executed warrants). It was obvious the reporter a.) did not do any research about Washington’s past and b.) was assigned to do nothing more than a fluff piece. Loew then contacted the reporter to inform her of Washington’s activities. She chose not update her article.

    I cannot stress enough, that not one major news organization inquired with the whistleblowers, or myself, or reported on the criminal activity involving the Biden nominee to head the FAA. NOT ONE – until *after* the warrants were executed.

    The Downward Spiral

    On September 13th, 2022, I received word the warrants were going to be executed the next morning. I was told to arrive at L.A. Metro Headquarters shortly before dawn.

    I arrived at LA Metro Headquarters and a few minutes after 7:00 a.m., deputies arrived to seize documents and evidence related to the criminal investigation regarding the Pay-to-Play no-bid contracts involving Peace Over Violence and then-Supervisor Sheila Kuehl.

    By now, Phil Washington’s nomination to become head of the FAA had become a national story, yet, while local news stations and publications were posted outside the homes of Kuehl and Patti Giggans, the CEO of Peace Over Violence, I was the only reporter outside of L.A. Metro capturing footage of the warrants being executed that named Washington, the Biden nominee to become head of the FAA.

    My footage and my tweets were used by multiple news organizations around the country and then, and only then, did the media start acknowledging Washington’s potential criminal involvement.

    The criminal warrants naming Washington lead to a statement released by Senator Robert Wicker, ranking member of the Senate Committee on Commerce, Science, and Transportation, whose office was familiar with and watching my reporting. A staff member tracked me down to notify me in advance that a statement was being released:

    “When Mr. Washington was nominated in July, I expressed my skepticism surrounding his lack of experience in aviation. Now I am deeply troubled to learn the nominee was named in a search warrant that ties him to allegations of corruption at LA Metro,” Wicker said. “The committee’s vetting process will require additional scrutiny and review into his leadership at LA Metro. I anticipate that this nominee’s credibility will also be a key focus of the committee.”

    National news couldn’t avoid the elephant in the room any longer and stories started to trickle out into mainstream media, however, they still lacked the in-depth reporting needed to truly tell the story of years of alleged misconduct and illegal activities Washington was involved in.

    A week later, Loew held a press conference detailing more corruption, fraud, abuse and waste regarding multiple LA politicians and this time the press showed up, but zero follow-through on the information Loew released.

    I continued to work with Loew on stories about Washington that were never released to add to the catalogue of work we had created to support the criminal case (now in the hands of the Attorney General) and document Washington’s incompetence and negligence in hopes of impacting his nomination.

    Simultaneously, Loew was being interviewed by members of the Senate on Commerce, Science and Transportation. His first meeting Senator Cantwell’s staff did not go over so well as her staff was completely unconcerned about Washington’s criminal investigation or his well-documented negligent and egregious acts.

    While Cantwell was pushing for a January confirmation hearing for Washington, Senator Wicker, who was the ranking member on the Senate to confirm Washington had switched roles. Senator Ted Cruz was now the Ranking Member and his office reached out to Adam Loew at the end of January.

    I was included in the emails.

     

    The due diligence by Senator Wicker’s team and Ted Cruz’s team working behind the scenes with the whistleblowers to further expose Washington’s involvement in multiple criminal investigations and virtually no knowledge of aviation safety (the last year at Denver International Airport his only experience in the aviation industry) and confirming the status of the criminal investigation with the California Attorney General’s office, was critical.

    Cruz’s well publicized grilling of Washington, due to the effective research and outreach by his staff, was essential to turning the opinions around of the Senate, which included Democrats.

    Senator Cruz then went on the record to inform President Biden that the “votes were not there” to push the Washington nomination through and the President needs to go shopping for another nominee.

    On March 25th, confirmed via Senator Cantwell and Transportation Secretary Pete-Buttigieg-sore-loser-style. Washington was officially taking his =hat out of the ring.

     

    The “Republican attacks” narrative the sore-loser-brigade is selling on mainstream media is far from the reality of what it took to take the Biden nominee down.

    This was a three-year, roll-your-up-your-sleeves and never-give-up grass roots effort by those of us dedicated to the pursuit of truth and justice, including the Los Angeles County Sheriff’s Department under former Sheriff Alex Villanueva, whose Public Corruption team worked diligently on the case and secured the warrants critical to Washington’s downfall, along with the on-going, thorough investigative reporting, follow-up and personal outreach to -and from – Washington DC leaders.

    COC Pushes Reform at LASD Dismissing Commissioner’s Public Corruption Probe Addressed at US Senate Hearings

    The elephant in the room at the first Citizen Oversight Committee hearing on deputy gangs on March 16th was obvious to some, but not to those who are demanding transparency and accountability from the Sheriff’s Department, which includes one of their own commissioners currently under criminal investigation by the California Attorney General.

    Patti Giggans, CEO of Peace over Violence, has been under investigation by the Los Angeles County Sheriff’s Department since 2020 (along with former LA County supervisor Sheila Kuehl and Biden FAA nominee and former L.A. Metro CEO Phillip Washington) for her alleged involvement and possible indictment for engaging in fraud, waste and abuse and public corruption, involving a a no-bid Pay to Play contract scheme with LA Metro where her organization received $800,000 for a sexual assault hotline that was virtually never used.

    The three-year long investigation overseen by former Undersheriff Tim Murakami, Homeland Security, and the California Attorney General’s office yielded enough evidence to result in raids at the homes of Giggans, Kuehl and LA Metro Headquarters on September 14th, 2022.

    The Current Report was the only media present in front L.A. Metro Headquarters as the warrants were being served and deputies entered the building just shortly after 7:00 a.m.

    While mainstream media pushed the vendetta narrative highlighting the contentious relationship between Sheriff (at the time) Alex Villanueva and the Board of Supervisors, namely Sheila Kuehl (who left the Board in December, 2022), the criminal investigation was based on thousands of documents reviewed by The Current Report dating back to hotline scandal in 2020.

    Kuehl painted a different picture to reporters outside her home on the morning of the raids “It’s kind of like the Sheriff has sworn to get his enemies. He said he is going to open an investigation in to everybody… a criminal investigation in to those of us who have been critical of him… but he never did… there is no investigation… so this is all bogus and harassment” she said.

    The political entanglements, specifically the ones involving those named in the warrants that made national news on September 14th, reach far beyond the the scope of Pay-to-Play, fraud, waste and abuse and while Kuehl, Giggans and Washington use smoke and mirrors to distract from the truth, you can guarantee that smoke you’re seeing is actually a raging fire.

    On March 1st, 2023, Senator Ted Cruz went on record at not one, but two Senate hearings to specifically talk about the criminal case mentioning Peace Over Violence by name along with the status of the case.

    Senator Cruz said the following:

    “…You are the first nominee I can recall that is currently entangled an on-going public corruption investigation, right now, while your nomination is pending. This investigation involves an alleged Pay to Play contacting scheme that resulted in LA Metro giving $800,000 in no-bid contracts to a politically connected charity called Peace Over Violence, or “POV” to run a sexual harassment hotline that was hardly ever used. A whistleblower has alleged among other things when you were the CEO at LA Metro, you pushed forward these questionable contracts order to stay in the good graces of a powerful politician on the LA Metro Board… a witness stated…’Although there was legitimate was no legitimate reason for LA Metro to outsource such a service to POV in a sole source contract, the contract was pushed forward by CEO Phillip Washington in order to remain in good graces with Supervisor Sheila Kuehl’… Sheila Kuehl is a powerful politician on LA Metro’s Board who is long time friends with the head of POV. The California Attorney General’s office in now leading the investigation into this public corruption scheme… The California Attorney General’s office said ‘There is an on-going criminal investigation into this matter’…and ‘the investigation is months away from being completed.’ “

    The takeaway from Senator Ted Cruz’s conversation with California Attorney General Rob Bonta’s office seem to be in stark contrast to the sentiments of local and state officials.

    When local officials were asked about Giggan’s status with respect to her position on the Citizen’s Oversight Commission while under investigation for Public Corruption and the fact that it has received national attention at the Senate hearings this month, I got crickets. As in completely dismissing it, and/or defending Giggans position on the commission.

    I reached out to inspector General Max Huntsman to comment on Giggans position on the commission.

    While he would not go on record with a comment, off the record he did give me some insight to suggest his thoughts did not align with the assessment Bonta’s office gave Senator Cruz.

    Shortly after the raid on Giggan’s and Kuehl’s homes, Giggan’s released this statement on the Peace Over Violence website:

    “On the morning of Wednesday, Sept. 14, a search warrant from the Los Angeles County Sheriff was executed at the headquarters of Peace Over Violence and the home of Patti Giggans, our Executive Director and Commissioner on the LA County Sheriff’s Civilian Oversight Commission (COC). The Sheriff removed items including desktop computers, our agency server, and Patti’s personal vehicle.Simultaneously, they also raided the home of LA County Supervisor Sheila Kuehl, her offices at the Hall of Administration, and the LA Metro offices.

    These actions are intended to disrupt Peace Over Violence and silence Patti Giggans and are due to the Sheriff’s ongoing personal political vendettas that have transpired publicly. Clearly, these bullying tactics are meant to intimidate anyone who has criticism of the Sheriff. We reject the attempt to defame the organization, its programming and values, its integrity and the integrity of its Executive Director/CEO. 

    Peace Over Violence and its Executive Director Patti Giggans are nationally recognized leaders in sexual and domestic violence with a reputation for providing responsive, quality services to survivors. We have partnered with law enforcement and government institutions for more than 51 years to fill the gaps that exist in supporting survivors including operating the nation’s first and longest running sexual assault and domestic violence hotline. Our hotlines are supported in part by government contracts, grants, and other donations. Our government contracts have all been fairly granted and followed the rules and protocols of the awarding agency.

    Despite this event, Peace Over Violence remains committed to the work of providing a safe place, listening ear, and trauma informed wraparound services to individuals and families impacted by sexual and domestic violence in Los Angeles County.”

    Giggans involvement in an on-going political corruption probe, initiated by the Los Angeles County Sheriff’s Department are not the only legal issues which severely impact her credibility and ability to fairly hold the Los Angeles County Sheriff’s Department accountable, to higher standards and oversee reform.

    Six months after Giggans declared the probe was a personal vendetta executed by the former Sheriff, the investigation is still on-going with months to go until its completion per the Attorney General’s office.

    In her attempt to deflect attention from the criminal investigation, Giggans in her public statement on her website stated “We reject the attempt to defame the organization, its programming and values, its integrity and the integrity of its Executive Director/CEO.” when in fact that is what she and Supervisor Kuehl engaged in make false allegations the criminal case was the result of a disgruntled former Metro employee.

    Additionally, reporter Laura Nelson reported on an “extensive review” her employer, The LA Times Times did on the case:

    “A Times review of the case is based on testimony of just one person, a former Metro employee named Jennifer Loew, who brought her bribery complaint to at four law enforcement agencies, but found a receptive audience only at the Sheriff’s Department. The Times found no evidence to support Loew’s allegation”.

    Well, the California Attorney General’s office did and more than six months after the case was transferred to their office, it is still under investigation with “many more months” to go. Evidence of former LA Metro CEO Phillip Washington’s ‘material involvement’ in the case and potential indictment led to public pressure from the Senate (along with his lack of aviation experience) leading him to withdraw his nomination to head the FAA over the weekend.

    On January 26th, 2023, whistleblower Jennifer Loew, former Special Projects manager under disgraced former CEO Washington, the “disgruntled LA Metro employee” Giggans and Kuehl referred to in their public statements and the LA Times defamed in their story, filed a $5 million defamation suit in Superior Court of CA.

    The complaint details the defamatory statements made by Peace Over Violence CEO Patricia Giggans and Peace Over Violence Advisory Board Member Sheila Kuehl.

    Peace Over Violence is no stranger to the Stanley Mosk Courthouse. In the last 3 years, Peace Over Violence has faced other lawsuits filed by the employees of the not-for-profit for the mistreatment of staff and wrongful termination.

    Unfortunately, newly-elected Sheriff Luna could potentially thwart future progress in investigating the political powers that be as he was unanimously endorsed by the Board – and with those endorsements comes loyalty.

    “I have enormous respect for Supervisors Barger, Hahn, Kuehl, Mitchell and Solis and their work to govern our County and empower our communities, and their endorsements are very humbling and important to me,” said Chief Luna. “Their unity in supporting my candidacy is a powerful vote of confidence in my ability to provide new leadership for the Sheriff’s Department. If elected, I very much look forward to working closely with each Supervisor and their staff, to be accountable, to hear and address the concerns of LA County residents, to keep our communities safe and to ensure our law enforcement service is constitutional.”

    Luna’s willingness to be held accountable by the Board overshadows his unwillingness to hold Supervisors to the same standards, if not higher than his own which, judging by the mountains of lawsuits, discrimination, homeless issues and more that plagued Luna as Chief of Long Beach Police Department, the bar has been set very, very low.

    It is of event greater concern that Los Angeles District Attorney George Gascon has partnered with Peace Over Violence for events while there is an active public corruption investigation under way. Gascon made it very clear in 2022 when the Criminal case was brought to him that he had no intentions of prosecuting the case.

    At this point, judging by the overwhelming amount of players involved in LA County political back-scratching, our only hope is the CA Attorney General and the Feds come out with bigger claws.

    LAPD Chief Moore Heads to Spring Training in Arizona to Recruit Potential Candidates Amid Historical Hiring Crisis

    The Los Angeles Police Department is taking extraordinary measures to recruit potential candidates. A think outside the box, by all means necessary approach to hire personnel at LAPD amid a historical staffing crisis and significant budget cuts as a result of the 2020 Black Lives Matter movement following the death of George Floyd.

    LAPD Chief Michel Moore will be headed to Glendale Arizona to address members of the Los Angeles Dodgers organization this weekend. The chief and the two recruitment officers leave Saturday and return Monday leaving Assistant Chief Dominic Choi as acting police chief.

    The trip was approved by the Board of Police Commissioners on Tuesday, March 14.

    “Going into that sport, they have attributes like teamwork, athleticism and emotional intelligence that if they hadn’t thought of coming in and transitioning those into law enforcement, they should.” Moore told the Police Commission at the meeting.

    LAPD already employs former members of the NFL and the NBA. The recruitment process would take place in meetings with players, Moore said. The idea to recruit players was brought up in 2019 when Moore met with Dodgers’ manager Dave Roberts, he said.

    Moore, 62, was appointed by former Mayor Eric Garcetti in 2018. He has been with the LAPD for 40 years.

    Recently appointed for a second term by Mayor Karen Bass, Moore publicly stated he does not intend to serve the entire five-year term as he wants to hand the reins to his successor prior to the World Cup in 2026 and Summer Olympics in 2028.

    As a result of the social justice protests during the COVID lockdown in 2020, Los Angeles City Council took a dramatic step cutting $150 million, approximately 8% of its budget, promising to put that money into other social services.

    Moore told the LA Times the $150-million budget cut forced out 350 sworn positions, the department had to cut its air support, robbery and homicide and gang and narcotics units, reducing its ranks from about 10,110 sworn officers to an estimated 9,752 by March or April 2022. Many more civilian employees were also lost as a result of the cuts.

    LAPD is at its lowest level of staffing since 2008.

    Maintaining a 10,000-officer staff had been a goal of Los Angeles officials after the department reached that number for the first time in 2013, however, it is unclear if Bass will seek to increase police funding to reach that goal after the significant budget cuts in 2020.

    Retired LAPD Detective Moses Castillo told The Current Report “LAPD has had a tough time recruiting given the current anti-law enforcement environment which forced the department to send out letters asking retired officers to come back.”

    Given Bass’s new directives lowering qualifications for new recruits is hardly an incentive for retired law enforcement to come back to the department and put their lives on the line.

    The newly-elected mayor called to remove “obstacles” for new police recruits who fail to initially qualify for training as a means of further diversifying the LAPD.

    Law enforcement leaders are calling the move “dangerous”.

    By lowering the qualification requirements for recruits, including the elimination of the written test, it is significantly impacting the ability to identify whether a candidate can read, write or use critical thinking skills. Law enforcement officials have deemed this and other new directives issued by Bass to be extremely problematic and believe could result in another Rampart Scandal.

    Bass’ summary of goals for police reform, entitled “Los Angeles Police Department Matrix”, includes a list of provisions as well as dates by which the department must report back regarding progress. Many of those dates have passed with no reported updates per our sources as of yet (other than the elimination of the written test).

    Recently, Tom Saggau, Los Angeles Police Protective League (LAPPL) spokesperson told Fox News:

     “If you have police officers that can’t make minimum qualifications or attained minimum standards, for instance, there are recruits that have been in the academy that just can’t score the minimum requirements for a physical fitness test,” he added. “One hundred is the maximum score, 50 is acceptable. There are folks that are scoring under 10. That’s just dangerous.”

    The provision states that recommendations to remove any obstacles will be taken into consideration, especially with those in relation to “ethnic groups disproportionately left out of new officer training.” Saggau said the provision calls for the lowering of standards within the police department as new hires who did not initially qualify during training are shown not to “possess the mental fitness or the physical fitness ability to be a police officer.”

    During her time in Congress, Bass authored the George Floyd Justice in Policing Act, and though Republican opposition halted it in its tracks, the legislation branded her as a politician attempting to “modernize” law enforcement at the national level.

    In April, Bass will present her first budget, a reflection of one’s political agenda, not to mention her true regard for law enforcement and overall public safety in Los Angeles.

    “Angry, Shocked, Speechless” LASD Captain Emails Department Personnel After Learning Her Bureau Was Listed in COC Deputy Gang Report

    After reviewing the Special COC report regarding deputy gangs at the Los Angeles County Sheriff’s Department released last Wednesday, Aero Bureau Captain Blanca Arevalo sent an email to her subordinates at the elite division expressing her extreme anger and disappointment her bureau was listed as one of the six deputy gangs at the department.

     “Yesterday afternoon, I received word that the Special Counsel to the Sheriff Civilian Oversight Commission (COC) finalized their findings regarding their year-long investigation into “deputy gangs” and “deputy cliques” within our Department.  Part of their findings which you can find on page 33-34 of the report are listed below:
     
    6.  Aero Bureau
    Aero Bureau is responsible for the Department’s helicopters. It has a small 34 number of assigned deputies who have the necessary pilot skills and wear a helmet that has as its logo a chicken being choked. The group is widely referred to as the “Ghetto Birds.”
    A witness interviewed by COC’s staff described systematic harassment by the three senior Caucasian deputies in the Aero Bureau. The witness described them as a “clique” and the three as “shot callers.” The witness said that there were no African Americans assigned to the Aero Bureau and that as far as the witness knew there had been only one African American ever assigned to the Bureau. Another witness, a current deputy with 20 years of service who insisted upon anonymity for fear of retribution, confirmed that the Aero Bureau takes pride in the “Ghetto Bird” logo. The witness said that a leader of the Aero Bureau openly stated that he was a Viking and was a founder of the Regulators. Another leader is a tattooed member of the Spartans. The witness described the process of coordinated “humiliation” efforts directed by the shot callers to disfavored deputies. The shot callers encouraged the others at Aero Bureau to ignore disfavored deputies. The witness described systematic and routine harassment that caused many new deputies to leave the Bureau. The witness observed the shot callers mocking the accent of a Hispanic deputy and said that disfavored deputies had their pictures placed and defaced on bathroom walls. The action of a small, self-selected racially harmonious sub-group is consistent with evidence regarding how Deputy Gangs and Deputy Cliques acted in numerous stations throughout the Department. The use of racially charged and disparaging logos is also consistent with their problematic conduct. Such conduct is inconsistent with fundamental principles of professional policing.

    As I read through this report, specifically the section listed above, a wave of emotions came over me. I was angry, shocked, and honestly speechless to say the least, when I saw Aero Bureau listed as one of six “deputy gangs and/or “deputy cliques” within the Department.
     
    The next couple weeks will be very taxing for all of us.  I ask that you please not let your emotions get the best of you.  Be patient as I navigate through this.
     
    I have walked through our bureau twice in the last five months and I have not observed any sticker or patch with a chicken being choked or the phrase “Ghetto Birds.”  If any of you do have such said sticker or patch on your helmet or any other county own property, please remove it immediately.

    Sources within the department told The Current Report deputy clique behavior has been at Aero Bureau for decades and reported on in the past, however, Arevalo seeing her bureau listed in the final COC report was clearly a shock given it is not in a high crime area and she, according to her email, has not witnessed clique behavior or seen any evidence of it existing under her command.

    This should be an indication not all LASD command staff are aware of deputy cliques/gangs operating within their departments and this problem is potentially more widespread than the even COC report findings indicate.

    Today, Ranking Member of the Senate of Commerce, Science and Transportation Senator Ted Cruz delivered a formal letter to President Joe Biden asking for Phillip Washington’s nomination to be withdrawn.

    Yesterday, the Senate held a confirmation hearing where Cruz grilled Washington specifically about his involvement in the Peace Over Violence Pay-to-Play No Bid Contract criminal investigations and while Washington has made several public statements stating he was not the subject of a criminal investigation by the LA County Sheriff’s department, Cruz went on record to confirm the California Attorney General’s office informed him Washington was “materially involved” in the on-going criminal case that is expected to “take months” to conclude.

    The Senate committee members will have until March 6th to submit questions for the record and Washington has until March 13 to respond.

    Senator Ted Cruz Confirms via CA Attorney General FAA Nominee Phil Washington’s “Material Involvement” in on-going LASD Criminal Investigation

    Ranking member of the Senate on Commerce, Science and Transportation, Senator Ted Cruz, gave an update yesterday at the senate confirmation hearing on the Los Angeles County Sheriff’s criminal investigation that led to criminal warrants naming the Biden FAA nominee, Phillip Washington.

    The criminal investigation spanning three-years produced substantial evidence to justify issuing the warrants based on thousands of documents (many reviewed by The Current Report) dating back to the Peace Over Violence hotline scandal that FOXLA broke in 2020.

    Washington has made several public statements stating he was not the subject of a criminal investigation. The investigation was a result of alleged Fraud, Waste, Abuse and Pay-to-Play that occurred under Washington’s tenure at LA Metro.

    Cruz provided valuable insight and an update on the investigation at the Senate hearing detailing his recent communication with California Attorney General Rob Bonta regarding the criminal investigation which was confirmed on record as “on-going” and that Washington is “materially involved”.

    On September 14th, 2022 at  approximately 7:27 a.m., Sheriff’s deputies gained entry into LA Metro Headquarters to seize documents and evidence associated with the Pay-to-Play and Public Corruption regarding the sole source contracts with Peace Over Violence and CEO Patti Giggans, a close friend of Supervisor Sheila Kuehl.

     

     

     

    The Current Report was the only news outlet present at LA Metro HQ when the warrants were served despite the high-profile involvement of Washington named in the warrants, who was hand-picked by President Biden just two months before to head the FAA.

    The new information from AG Bonta confirming “months more” to go investigating the Pay-to-Play contracts involving Kuehl, Giggans and Washington support the LASD pursuit of the case and is in stark contrast to the narrative Kuehl pushed via local media the morning the warrants were executed.

    “I really don’t think a responsible sheriff would allow a bogus search of anybody’s home, much less a supervisor, based on nothing,” Kuehl said. “They gave me a warrant, which said nothing.” Kuehl told NBC LA the morning the warrants were executed.

    Kuehl offered her take on the motivation for the search, which she said may stem from the awarding of a county contract to nonprofit Peace Over Violence, which is run by Giggans. Giggans also is a member of the Los Angeles County Civilian Oversight Commission. As investigators searched her home, Kuehl told reporters that she had been alerted the night before by an attorney in the county counsel’s office who she said heard about the impending search from Inspector General Max Huntsman.

    “What this is all about is a disgruntled employee at Metro who was let go who became obsessed with a contract that Metro took with Peace Over Violence related to sexual harassment,” Kuehl said. “She claimed that I had something to do with the contract, which is completely false. It never came to the board.”

    As a result of Kuehl’s public statements about the criminal case, a $5 million defamation suit was filed on January 26th, 2023 by whistleblower Jennifer Loew, the “disgruntled” former LA Metro employee Kuehl was referring to. Loew is the original whistleblower who exposed Washington’s nepotism hiring at LA Metro and the fraud, waste, abuse and Pay-to-Play that lead to the criminal case against Giggans, Kuehl and Washington.

    Mainstream media continued to push the “vendetta” narrative highlighting the contentious relationship between former Sheriff Alex Villanueva and the Board of Supervisors, namely former Supervisor Sheila Kuehl (who retired after mid-term elections). The false narrative pushed by Kuehl and the media most definitely had lasting effects on Villanueva’s campaign for re-election.

    Villanueva has yet to make a public statement regarding Cruz releasing new information about the case at the highly publicized hearing which included mentioning the “L.A. Sheriff” specifically.

    Cruz’s statements and the AG update support the criminal case not only has merit, it also debunks the local media narrative who cast Villanueva as a bully seeking retribution (although he recused himself) targeting his political enemies Kuehl and Giggans, as the reason for the investigation.

    While Villanueva made many questionable decisions he was sharply criticized for during his time as the head of the second largest law enforcement agency in the country – and rightly so – this specific case Villanueva is not only proving to be justified in pursuing, Washington may end up a casualty costing him the position as head of the FAA.

    Not to mention, Villanueva giving the green light to LASD pursue this case three years ago, could, in the end, save millions of lives as Washington has shown over and over he is neither qualified or fit to oversee an administration responsible for the safety of over 2 million passengers a day.
